Reference lists

Admin has tabs for the lists the rest of the portal picks from:

• Shift types — name, default start and end times, and the order they appear in.
• Medication types — what can be selected on a medication observation.

Edit these rather than asking people to type free text; consistent lists make the reports and the wall display work.
